Service fee ripoff

Received my January statement only to see that I had been charged twice for service fees. One for R31 an R35. Called Bluebean an was told that the R35 was for garage card which I never app**** for or received. They said that the card will be cancelled but the money will not be refunded. If it was an error on the banks part why then must the customer pay. Sure lots of people dont even look at their statements. So basically its **************** an *********.
