No paid-up letter

I had a Bluebean credit card some years ago which I struggled to pay after failing to find work for more than a year. My account was obviously handed over. At one point around May 2016, the company that was handed the account called to give me a settlement offer, with a discount. I accepted the discount and paid the agreed balance (confirmed via SMS) on the 10th of June 2016.

I am still waiting for my paid-up letter that I was promised would be provided within 7 days.

I recently got a call from another collections company(DMC) saying I still owe the bank. When I explained the story to them, they asked me to send proof of payment, and that was done on 4 November 2016. Still no feedback or paid-up letter.

I have done as agreed, why can't Bluebean do likewise???
