Cancelled card twice and still not cancelled

I have paid up this card in full and cancelled it twice now, the first time it wasn't cancelled in time and occured more fees, despite me asking for a settlement amount. The second time there was a problem with fica (mind blowing, they were happy to let me spend the money on the card without fica but when i wanted to cancel it, it was a probelm) but fine, they called fica, promised me the card was cancelled gave me this reference number - ***0. And true as bob i've just received an sms to say that i owe money on this card as if has occured more services fees as it still not cancelled!!!
