voucher does not load / outstanding voucher

last year i vowed not ever to buy blu approved after they failed to resolve a matter ofR200 of electricity.between them and the vendor i was getting diffrent stories until either refused to reimburse or issue me electricity. Last week i bought it at spar and i have loaded everything and sms'blue approved but they keep sending me the same token that doesnt load. I am without electricity at this very moment.
