Sharing of Personal Details

How on earth did BLDS get my contact details. I work for a data company myself, and consumer protection is everything. I have been phoned by MiWay constantly and personal details was shared by BLDS. Who is sharing personal information, and why is this not addressed by the authorities? I am sure that details are shared with multiple third parties.
