Waiting for Title Deed

I settled my bond account with Blue in August 2014. I haven't received any correspondence regarding the process of getting my title deed. I have been calling Blue since September to enquire about the status and I am told the same thing every time I call that they are waiting for a file and it is 6 months now. I spoke to Freddy several times and e-mailed him many time on [Email Removed] the only thing he could tell me was he is waiting for file and he is very busy to respond to any of my e-mails, 6 months later he still tells me the same thing.
