Refusal to clear debt

On 5 October 2015,I had spoken to Mathato after I had called all possible numbers to trace Blue Finance in order to clear my debt with them.I had requested via their consultant Mathato to be discounted on the R9215.20 that I owed and after she had spoken to her supervisor to grant me discount we had all agreed that I need to at least pay R8500.00 and they have made it clear to me that it would take a little longer for them to issue a settlement letter as they had to clear the remaining balance and I agreed to wait for about a few weeks for my settlement letter.On 29 October 2015 I called to make a follow-up and I was informed that the settlement was awaiting a final signature before it can be forwarded to me.I continued to make follow-ups on these dates (13 Nov 2015; 17 December 2015; 13 January 2016 and on this day I was forwarded to Ralph the Supervisor who then advised me to give them more time as they were having internal issues in terms of getting the settlement letter signed.)I continued to make follow-ups until Ralph informed me on 24 February 2016 that I should pay the remaining amount.This has caused me to lose out on a house I was trying to purchase.Kindly assist.
