Child school report held back

My name is Darryl a parent my child goes to blossom primary school the only indian child in this school.Last year i had some financial difficulty paying the school fees so we made arrangements with the principal to pay R1500 but she is been stubborn she wants R 2400 to be paid first before she can give my child report now currently my child is at home and missing so much school work please help us
