electricity complaince certificate

In 2018 I bought a house through blc attorneys. my house was registered in my name on the 11 of December, but I never received my electrician compliance certificate. while they still busy with the housing transfer they appointed their electrician to go check for any electrical problems in the house, which he picked up. according to blc attorneys he was paid up front to fix the electricity in the house but he fail to do so. January 2019 one of the plug in the house exploded which caused the radio to burn. the problem started when I called blc attorneys to report the incident, they told me contact the person that they have appointed to fix my house electricity, which I did but he told me that he was back from holiday and will fix it later, when come he did not bring any tools to fix the problem. he said he will come back the following day, which he never did. I reported the matter to blc attorneys and they were not willing to assist according to them I had to run after the electrician that they have appointed themselves. till today the electricity in my house has not been fixed by blc attorneys and I have asked them to appointed someone else and they have refused to assist me.
