blacklisting

a few month ago my handset was ******. The insurer did not pay out but replaced the handset, no worries, I could carry on with life. 6 days ago we had an armed ******* at our residence. of course, all phone were taken, including my replacement phone. Now this phone can not be blacklisted, I had tried various stores, I had even tried the insurer to see if they could blacklist as they had supp**** the phone. They said no, I contacted the supplier utilized by the insurer, they say no, I have to go through my provider which is Cell C, now how on earth do I get this handset blacklisted to submit my claim.
