Please can u help me

I have app**** online for a permit to open my water shop, and i paid R175, they said it will take 24hours, i did it yesterday morning, and still nothing. When i tried to phone the lines are down, i went on the internet and it said they down because of maintenance, i dont know where to go now. Please can u help me
