Poor service in good mall

Do we really have to pay R2 to use the bathroom. I went there on 31 august I went to bathroom for the first time and pay r2 and went back to do my shopping , when I finish my shopping I decided to go to bathroom before I go I paid r2. In such good and big mall we have to pay bathroom . Why? Poor service
