Paid for goods but did not receive it

On the 22nd of January 2016 I requested a quote for feathers as advertised on the internet. (Gumtree)<br> I received the quote and made a payment on the 28th of January 2016 for the goods to be delivered. I have phoned Alice on numerous times requesting a waybill number but she could not supply one. Always saying she is waiting for the boss or her assosiate to give her the waybill number.
