Unfair treat by insurance

Hi. My sister got involved with their vehicle in May 2024. The company was contacted and they did acknowledge the damage. But the problem now is the insurance that must pay the damages. Since the lawyers of their insurance promised last year November to send the offer but they never send it even now as I am sending this review. I feel that they are unfair they way they treat the victims. Their client is the one who driver over the vehicle of my sister while she was on her way to work to make means for her children. I don't know if they are taking advantage as she doesn't have insurance to cover her vehicle.
