Inappropriate billing and holding cash beyond stipulated date

I rented a car from the 15th of November and returned it on the 17th. The money from my credit card still on hold till this day of the 16th of December. I have been charged extra kilometres of which is conflicting to the actual kilometres recorded and I have also been charged for administering a traffic fine which they cannot retreieve from their system. I called customer services till I am out of options to resolve any of these issues.
