Undue delay of authorisation for operation

I fell down the stairs four days ago and. Brooke three bones in my foot. The orthopaedic surgeon requested an urgent authorisation code to operate and still no positive feedback was received. How long must I wait and how much pain must I further suffer due to this delay. I did not plan to break my foot and I am not asking for a cosmetic operation, just to have the use of my foot restored.
