R11 000 gone! No service provide

My sister hired the company to move from Randfontein to Bloemfontein. She paid them R11 000. However on the 2nd December they did come with a truck far too small to load the furniture, she had to get another movers to help her. When she contact Beste Meubelvervoer the lady Elizabeth ignore the call. Then she whatsapp her she was blocked. We don't know how to get the money back for no service provided. Please help to solve the problem. Thanks.
