Promised, free renewal denied

I origionally completed a training course with BHA for a forklift license, at which time I was informed that my first renewal would be free, as long as I renew the license BEFORE expiry, but that it would be a charged renewal if I only renew it after expiry.

The expiry of my forklift license is on 23 August 2021, so I contacted them and asked whether I could come in for the renewal on a Saturday, as I work during the week, and I was told that it would be perfectly fine, and that they are open on Saturday from 8 until 12 and that I am welcome to come in.

On 7 Aug 2021 I went in, taking my current license as well as a copy of my ID, which was all I needed to bring along, according to communication with BHA to confirm this. I was greeted by a single gentleman, who first informed me that they would not be able to renew it on the day, since they person who does the printing was not there and would not be there over weekend. After a minute or 2, he also sais that they will not renew my license until expiry!

I contacted them via whatapp once again, as this has been where I had all communication with them, and I was again told that they will wait until expiry before renewing my license.

I made it clear that I do not accept that, and therefore asked that this matter be forwarded to someone like a manager, or the like, so the matter can be resolved, and I was literally told "that won't work"!

There was never a single reference made in terms of time frame regarding limitations on how long before expiry the license could be renewed, and I do not believe that I am being unreasonable whatsoever, wanting to renew the license 2 weeks before its expiry. Specially since I live in Alberton and do not have transport to travel back and fro repeatedly, for the sake of BHA refusing to renew my license for free as promised before expiry, and wanting to wait until expiry before renewing it, going against promises nade by them when I innitially did the training!
