Deducting twice

I have a account with best electric in rustenburg and I was supposed to pay 1310 ,I when to the store to increase 1310 to 3000 but now for the past four months they have been deducting two amounts, every month I have to go there summit statement which I have to pay for and get refund of 1310am disappointed by the store as I have been asking for the ast four months to cancel the other debit order
