When you notice any person not adhering to the lockdown regulations, the procedure remains to call 10111 or your local police or law enforcement to report any lockdown transgressions

As a Trustee in my own complex I find the report below most unfortunate, out of context and completely misguided. The writes is venting her frustration against the Trustees / Directors or Managing Agent due to her neighbours not adhering to the lockdown regulations.

It is clear that some residents are still confused regarding the procedures related to the State of Disaster Lockdown when they notice any person not adhering to the lockdown regulations. The procedure remains to call 10111 or your local police or law enforcement to report any lockdown transgressions.

The enforcement also relates to the SANDF. Darren Olivier, another expert, said soldiers deployed in support of police officers had the power to detain someone suspected of breaking the law, but had to hand the person to the police as soon as possible.

“As it's still a national state of disaster and not a state of emergency, the SANDF has not been given additional legal powers beyond those assigned to all peace officers by the gazetted regulations. Therefore, in terms of acting as peace officers, it falls under Sections 18, 19, and 20 of the Defence Act, which means soldiers don't have the full policing powers they would have under a state of emergency and will instead support the police and other departments,” said Olivier.

All judges, magistrates, police officials and correctional officials are peace officers. The Minister of Justice can also declare a certain class of persons as peace officers for certain areas, to date this does not include any Trustee, Director or Managing Agent of a community housing scheme.

So in this instance I have to come to the "rescue" of the Trustee/Director or Managing Agent of the complex this owner resides in. Lets focus on the positives rather than going on the attack, it's not in the spirit of communal living.
