Noise in the library

I'm currently sitting at the Benoni Library to study and some of the staff is making a noise ****erally chatting at the top of their voices). I was here on Monday(29 November 2017) as well and it was just as noisy. Isn't a library suppose to be silent? These staff members seem to have no regard for the people that are studying/reading in the library. The noise is distracting so much so that I found it necessary to stop what I was doing to write this post.
