salesman making noise in residential area

One of your sales guys that sell the newspapers on the corner of Wekker and de villabois in the morning, whistles non stop like an alarm from the top of his lungs from 5am in the morning. I can hear him in my bed while trying to sleep. Although he is on a main road, he is also next to residential property. This is extrememely irritating and redundant to whistle at passing cars.
