salesman making noise in residential area

I complaint a while back about one of the guys that sell the newspapers I the side of the road. This guy stands on the corner of wekker and de villabois from as early as 5am and whistles like a siren non stop. This is right next to my house! He disappeared for a week or two but now has back. It's 6am and I've been woken up by him. Can you guys not solve a complaint permanently? This is so upsetting that I have to be subjected to this in my own home. Should I lay a complaint with the police?
