Want to charge for Refund

Went to beds for Africa to purchase a mattress, Tsholo was the sales person that helped me. I Paid R13 000.00 for a mattress without a bass. i made sure that they only start making the bed after September as i was moving then. The move has been cancelled and i no longer need the bed, so i requested a refund. Beds for Africa go on about the great service they have until you ask for a refund. They now want to charge me 10% admin fee that equates to R1 300.00 for cancelling my order. I really feel that i have been taken advantage of and will never use them again when i need a mattress in the future.
