REFUND PROBLEM

I enquired about a booking with Ronelle at Beds at Sea on 20/01/2016. She sent through a quote with depsoit details. I paid part deposit till I made up my mind regarding this query. At no point did I confirm this booking, neither did Beds at sea confirm. After looking at the numerous BAD reviews, I requested a refund of my money. Ronelle did not reply to any of my emails. Theuns then responds telling me that he will take a R400 admin fee. AT no point, is there any indication of an admin fee. There was no contract in place, so there should be no application of an admin fee. His correspondence to me is SHOCKING!!! and condescending. From the previous complaints, i see that there is a cashflow problem, hence the admin fee.
