Paid in full for service and alarm not activated

Moved into a rented house and the owner recommended Beagle Watch since they were the last to have had a contract with previous tenants. I assumed they would have records on the alarm history and therefore used them. They came out and said they do not have installer code and I must get someone else to activate the alarm, they spent 10 minutes at the house to activate only the radio and then left. Without the alarm activated the radio is of no use nor their service. They did not try to locate previous records at all. They charged me R1400 for only radio activation, no alarm activation. Then they sent 2nd guy who quoted me a further R1700 labour to have it activated and said I need another power pack and battery, which they also quoted for, while there was already a second one if they were to have checked. I immediately canceled the service which was within a week from signing up. They charged me for that month's service R934 and the next stating I used their service during that month and then should have given 1 month's notice. How can I use service if alarm not activated? Now signed Best Secure who charges nothing for radio and alarm activation and R345 per month.
