BeagleWatch car crawling, refuses to give way

On Thursday (21/04/2016) at 13h50 I found myself behind a BeagleWatch car (FD32NC GP) driving at a speed between 20-30 km/h. The car would not let me pass although there was plenty opportunity to pull over. I hooted and flashed my lights but to no avail. It is highly doubtful my presence was not noticed. I stayed on his tail until my turnoff finally came up. Nice going, Beagle; I might even be a client.
