False advertising

My complaint is about false adverti*****t. The outside surrounding pictures of the hotel are not what I saw on the advert. I had booked with Agoda online looking for accommodation in Pietermaritzburg. My dates were for 2 nights, from the 1st October to the 3rd October 2021, which I paid for in full online. On arrival I was shocked to see surroundings that are filthy with ***** characters hustling me and my partner for parking money. The area is completely the opposite of what is advertised. We decided it was too risky for us to even attempt to go inside the hotel given the ***** surroundings. We immediately called Agoda to voice out our concerns and ask for a refund as we were not going to stay there. With that, Agoda informed that we will be charged a night's penalty for our cancellation, I feel it is totally unfair for us not be refunded in full.
