Incomplete order but they are denying it

We order 6 jackets to be branded for business. Bash delivered 4 which we only saw later when we were taking items for branding. According to our order, 1 package was supposed to have 4 jackets, the second one, 2 jackets. But both packages had 2 jackets each. Now they are denying this saying we received the order, but receiving does not mean that the items are complete. We then checked the delivery notes they sent to us, both these delivery notes indicate that the packages had the same weight. How is this possible if one package was only 50% of the other?

This is disappointing for such a brand that I trusted, this *******, day light ******* is not it
