Legal services required ASAP

The developer still refuses to pay levies for all his units - that he owns, simply because the trustees do not want to appoint his wife's company as the Managing agent for the Witfield Ridge complex. This issue has been going on for over 4 years and as a result his accumulated debt has made the Ekurhuleni municipality cut off the electricity for the entire complex. We really need someone from the legal industry to assist us because the developer knows that he is legally obligated to make payment for his units, but chooses not to - out of spite. All we need is for him to pay his outstanding debt and even sell his units so that he doesnt have to deal with the trustees anymore because clearly he is holding on a grudge that has nothing to do with the owners but his love and passion for greed.
