Pay and pay again 13 years later

I had settled a Wesbank account from 15 years ago, apparently I never received the paid up letter and now I am being hounded again. They seem to re hash old debt based on your current credit score, if you did not cross the t”s and dot the I”s they will claim again and make you pay from scratch . How can we stop this bullying
