New vehicle repaired and sold as new!

We purchased a brand new 2019 VW Tiguan Allspace from Barons VW Bruma. On taking delivery of it, we reported that there was a fingerprint smudge on the internal headlamp bulb. After this, we discovered that the bonnet and fender nuts and bolts have been re-painted. It seems the vehicle was involved in a motor vehicle accident, there was work done to it and re-sold to us as a new vehicle. We reported it both to VW Barons and VWSA, and they both cannot explain why the vehicle has these faults and are not taking responsibility for it. How did the vehicle even pass PDI (Pre-Delivery Inspection). We extremely upset that both the VW dealership and VWSA is not taking responsiblity or even reprimanding the dealership. This will be the last VW we will buy, if this is the after-sales service with VWSA.
