*********ing or what?

I have requested a parts quote, received the quote and did an EFT payment. The next morning received a call from the supplier, inform me that the parts are ready for collection. Arrive at the supplier, only to find out that some of the parts packaging looks like it been 100 years old. After I refuse to accept it, I got an whats up from the parts manager telling me they will reduce the price with 7.5 persent or they charge me a 49 persent handling fee. Is this ********* or what? I haved paid for new parts not for parts in dicusting packaging. I will not refer anybody to that dealer.
