Not delivering LED lights after 3 months

I ordered 8x tennis light poles, 2 tennis net poles and 8 LED lights from Bantan for a total of R8 500 on 29 October 2014. The tennis poles and light poles were delivered early November and since 10 November I have been following up where the lights are. On 13 November I received feedback that the lights are out of stock and they are waiting for delivery. On 24 November I followed up again and this time they said they received stock but the stock is 100W and I was told that for an additional R5 000 they will send the 8 x 100W lights to me. I transferred the additional R5 000 to them on 5 December. I followed up on numerous occasions and overtime Steve had a different promise for delivery. On 21 January I got hold of Steve again and expressed my satisfaction. He told me that they did not have stock and I have to wait another 3-4 weeks. I then told him I want to be reimbursed and he said fine but I will only get back R5 000 and not the R10 000 that I paid in advance for the lights. I faxed and e-mailed a compliant to them on 2 February but needless to say, they still did not bother to respond.
