Using BMI to deny desrving people surgery

I consulted a surgeon to have my breasts reduced late 2020 and bankmed declined citing BMI. Regardless of my appeal they still maintained that my BMI is high, with no consideration of the pictures the surgeon took of my breasts. I am not a big person but my breasts make me look like I am, each breast weigh 5kg so daily I have 10kg weighing on my shoulders. There is truly no difference when I'm awake or sleeping, my back is always on fire. My posture also, my poor shoulders. At what point will bankmed stop denying much needed surgery because of BMI? at whose interest is that decision based on? Its a daily struggle, cant even exercise because the back and shoulders wont allow me to.
