The last AGM was on 24 April 2023. We were finally granted an AGM on 17 September 2025, with newly appointed Stratton Property Management. During the meeting held on the platform MeetingPal owners had the opportunity to submit vote on the approved agenda points. The outcome of the votes was even announced while the voting was still open. On the 25th of September we received email communications regarding the outcome of the voting. In this letter we were advised that irrespective of owners voting the developer (Balwin Properties) has the majority votes. (So irrespective of what owners might have voted Balwin will push through any decision they have. This could be the reason why vote outcomes were announced even while the voting was still open. It was all just for show). On 13 October 2025 we finally received the minutes to the meeting, 26 days later. On 1 October 2025 we were all greeted with a levy increases as decided in the AGM held 17 September 2025. From R14.90 to R20.10 per m2 that is a 34.9% increase. Welcome to Greenbay. There was also a 1% Capital Contribution Levy passed, a contribution payable by the seller upon the sale of a Unit – this outcome was pushed through by Balwin Properties. You as only their bottom line, and they are money money money hungry people.

Thank you for sharing your feedback. We understand your frustration and would like to clarify a few important points regarding the recent Annual General Meeting (AGM) held on 17 September 2025. The meeting was independently facilitated by TVDM Consultants, specialist community scheme attorneys, using the MeetingPal platform to ensure transparency in the voting process. 
 
As confirmed in the official notice from TVDM Consultants (dated 25 September 2025), all resolutions presented at the meeting were validly approved in accordance with the Association’s Constitution. During the development period, the Developer (Balwin Properties) legally retains extended voting rights, which remains standard practice in estates still under development. The minutes of the meeting were circulated to all members on 13 October 2025, after validation of all votes and resolutions. The approved 9% levy increase and 1% capital levy were implemented based on these verified outcomes as approved by the members present at the meeting. 
 
It is very important for all members or prospective purchasers to ensure that they have read and understood the governance documents pertaining to any Sectional Title Property. 
 
We understand that this structure can feel restrictive for owners during the development phase, but all processes have been conducted in line with the governing constitution and verified by the appointed attorneys. The Body Corporate remains available to assist any owner who wishes to review the AGM documentation or discuss the outcomes further. Thank you for your response but saying it is best practice for me to first read and understand the governance documents pertaining to any Sectional Title Property is like saying I should first fami****ize myself with the TWK municipality before moving to Grabow. Who does that? no one! There is no perfect in this world, we pray for a code of conduct that that each will act in good faith.

The real issue is the unfair and unfairly high levies imposed on us 17 September 2025. I don’t know where you get 9%, when even the minutes refer to a 22% increase, but we all make mistakes.

When you do the calculations, the picture is far worse than 9% or even 22%. On the minutes it clearly states the current levy is R14,90 and as of 1 October 2025 it will be R20,03.

Here is the formula for percentage increase:
((New Value - Old Value) / Old Value) × 100

((R20.03 - R14.90) / R14.90) × 100
= (R5.13 / R14.90) × 100
= 0.344 × 100
= 34.4%

This is how that literally translate on my levy statement.

On 1 September 2025 I paid R1137.00, on 1 October 2025 it increased to R3070.98.

Applying the steps for a percentage increase:

1. Subtract: R3070.98 - R1137.00 = R1933.98
2. Divide by the original: R1933.98 ÷ R1137.00 = 1.701
3. Multiply by 100: 1.701 × 100 = 170.1%

So, the out-of-pocket increase for me is 170.1%

The only fact to be proven is, are there really people working at balwin? or only monsters, keeping us awake at night.
