Deposit not returned. Its 11 months and counting!

I needed to cancel my lease early at Greenstone crest and based on my contract i was prepared and considering staying at the unit longer or paying the penalty fee but i was told that if i cancelled my lease early i would not have to pay any penalty fees by Chante Kruger because the landlord was selling the units. Using that information I decided to move out.

I vacated the unit in August, went back and forth regarding my deposit. Was told it would take 30 days to finalise, Then in October i was sent a mail regarding a penalty that i needed to pay by Chante.

I raised that she previously mentioned that i did not need to pay the penalty and ever since then ive been going back and forth on mails getting nowhere. Eventually i stopped receiving replies, the last time i spoke to her was 3 months ago, she told me that she would give me feedback in that week.

It is now 11 months since i moved out. When i call i get empty promises, when i mail i get no replies. Who else can i speak to regarding this issue?
