Balwin refuses to take responsibility and deliver on what they advertise

We recently bought a phase 9 unit in Westlake Eco-Estate believing that all units are fibre ready as it is clearly stated on their brochures, website and documentation that is provided when you move in as part of the welcome pack. I contacted Vodacom (as this is up until now the only provider in the complex), submitted my application forms and the service I require. When the technician arrived to activate the service, he informed me that in fact there was no fibre that has been pulled into the unit. So now for the past two weeks i have been trying to get someone from either Vodacom and Balwin (estate managers) to actually resolve the issue and take ownership. I have been mailing the estate manger's at Westlake almost everyday and there has been no adequate response other than advising that Vodacom is unreliable and expensive and there should be an announcement shortly on another provider to make use of. I don't care as my daughter is unable to come home from varsity to work on the weekends as there is no service for her. My belief is this is Balwin's responsibility to sort out as this is what they so proudly advertise across all platforms. I should not have to be spending my time going between Vodacom and Balwin to get this resolved. Do your job and deliver what you promise!!
