Robbing from change

Each time I use the tolls between the H/Skraal & Phumlani while paying by cash, the cashiers tend to either tip themselves or ***** R2/R1 from my change this has happened to me on 3/more occasions because sometimes I had not paid attention or not aware at the time it happens only realize when I have to count the change when I have stopped. It is difficult for me to realize this at the time it happens as they usually give change that is full of coins that I would not be able to even try counting the money. The reason I have brought this up on this platform is because it would be very difficult for me to report this at the time it happens or later stage at Bakwena as it usually happens when roads are busy and if I have to comeback to the offices of Bakwena I would not know who to report as the Cashiers don't even wear any name tags. However I would like for Bakwena to address this with their cashier staff because to me this is an infringement to my rights. And goes to show that these people are obviously *****ing from different people everyday as it has happened to me more than once in a space of a month.
