not keeping highway clear of animals

I hit a goat with my car at the majakaneng off ramp on the n4 outside Rustenburg. the goats are running across the high way for about a week now and are still there. the patrol vehicles drive past them without doing anything about them. no I have R12 000 damage to my vehicle.
