Refund of funds

I recently app**** for 4 courses, regarding my colleagues at a college in the Klerksdorp region called Bakersfield FET College, with them firstly not enrolling us, because we only made a payment to them to hopefully secure our spot and prove that we eager to study the courses. We had not chosen an enrollment date, therefore haven't signed anything and that was our agreement.

Recently a funder that was supposed to pay for these studies all the way through, left our organization and I was forced to go to Bakersfield and explain to them the unfortunate change in our plans. We asked for a refund, they agreed, asked for our account details then later broke that promise telling us we won't be receiving a refund due to their policy.
