Inferior packaging of Tennis and Marie biscuits

Why are Tennis and Marie biscuits packaged in plastic instead of a box. The Tennis and Marie biscuits are delicate and not all of them remain intact. It really takes away from the enjoyment of eating them. Making a layered fridge tart with Tennis or Marie biscuits is a mission also
