Baby soft tissue paper

I bought the 2 ply baby soft toilet paper at my local checkers.. the quality is that of 1 ply toilet paper, the colour is off white as opposed to the ‘fresh white’ , it’s is hard, and it comes off in 2 pieces , as if the tissue paper has been joined with glue ☹️
