Past 3 weeks after qualifying for the gift but still no bag.

I would like to know why Baby City takes so long to put a maternity baby bag together for expecting moms. Their terms are simple: "Simply spend R1000* or more when you purchase your baby essentials* at any Dis-Chem or Dis-Chem Baby City, in-store or online. Once you have met the above conditions and are 28 weeks pregnant or more, a bag will be ordered especially for you and sent to your preferred store. You will be notified when to collect your bag. VERY IMPORTANT: *Please note the baby bag will only be available for collection three weeks after meeting the qualifying conditions." Most moms are excited when making the purchase to receive the gift However when it is past the expected date as per their terms, It's not so exciting. I am waiting for almost 2 months and close to my due date. I appreciate the calls with the update from the store but that's not enough why is it taking so long?
