Baby City refund policy

Bought x2 bambino commuter booster cushion seats from Baby City Retail Crossing on Sunday 20/05/18 and decided against the purchase on Tuesday, 22/05/18. This was never used and in original packaging with till slip and shop only gave us voucher repayment which we didn't want. Is this legal?
