I need to get the people that is responsible for this

I bought a house with ayoba real estate agency in 2017 I am not sure how the house did pass inspection in the first place and I am also not sure whether the people got bribed in order for this house to have passed inspection,I bought a house in the year 2017 I don't know how the house did pass inspection because yesterday the city of cape town was here at my house and wanted to suspend my electricity because I don't know what the previous owners did and whether they was tempering with the electric of the house...I never did any electrical work at this residence but now I am going to be liable for what ever the previous owners did,can you please email me a compliance certificate of the property that was sold to me so that I can take this matter forward and I did inform the bank of the situation and they told me that I should take it up with the company that sold the house to me...
