Worse service ever received from Avis

We have arranged the car rental with Avis on the 14.01.2020 to date they have not contacted the insured to arranged and finalize the rental GP/***

The insured is not impressed about the service delivered and we as the insurer we looking bad because Mercy the team leader keeps promising to finalize the reservation but still no response
