Why is it so difficult for Avis to return deposit

Why is it so difficult for Avis to return deposit. I rented a car and returned it on the 4th of May 2019 and up to now i havent received my deposit back. I am told the bank has processed the refund by there is nothing. My rental agreement is RA ********** 42
