Unauthorized debit

My wife was issued with the vehicle "curtsy car" from one of the insurance companies, my credit card was used for the normal proceedings, deposit. Vehicle was delivered at home by one of the Avis employee, they inspected the vehicle together with my wife. When we returned the vehicle, it was discovered that there was no jag in the vehicle and we were told that investigations will be done, the lady who delivered the vehicle admitted that there was no jag on the vehicle and they knew about it and said we should have returned the vehicle back to their branch. Sum of my was debited from my account and I logged the despute, on the same day, the same lady who delivered the vehicle called my wife and told her, the money will be reversed. To-date, no money has been reversed, instead we've been told that the invoice was correct, hence we were never issued with an invoice.
