TYRE DAMAGE vs THEFT WAIVER (HIDDEN COSTS WITH AVIS)

I recently hired a vehicle from Avis car hire at Cape Town International.
When paying for the vehicle on arrival, I asked the consultant to ensure that all insurances are available I will pay for.
I was advised on a tyre damage waiver which I gladly included in my booking.
During my stay and visit, no issues with the car, and noticed that the wheel cap of the vehicle had come out. I was under the impression that this will be covered.
I returned the vehicle and advised the AVIS team and due to my shock it was not part of the TYRE DAMAGE COVER.
I was suppose to take a THEFT COVER, which I was not advised.
The cost of the one wheel cap and part of the damages was R1172 excluding VAT.
It was more than the total cost /booked for the car for three days. This was crazy.
I wrote to customer service to enquire why the theft waiver was not part of the cover or advised for me to take the cover. NO RESPONSE and even they did respond , it was PATHETIC.
I asked two questions, why was the wheel caps not tied with cable tyre. and what was the TYRE DAMAGE COVER FOR? even on my invoice the charge was for tyre damage.
I will never use AVIS AGAIN... poor service, poor consultants, and poor after service.
